"Police modernisation is de-priving the service of properly trained officers and will destroy its ability to combat terrorism, according to the body representing rank-and-file officers. The Police Federation said on Monday that under modernisation proposals, chief constables would employ more community support officers and other civilian staff rather than fully-trained police officers, compromising on the service�s flexibility and experience."
