"For some juvenile offenders, there is a second chance to behave themselves -- as long as they admit making a mistake and work to make it right. First-time juvenile offenders are offered the opportunity to participate in York County's Youth Aid Panel program, an alternative to juvenile court. The Youth Aid Panels give non-violent offenders between 10 and 17 years old a chance to gain insight into their behavior and commit themselves to changing."
