"Allegations of racist abuse made by black and Asian inmates are not being properly investigated, the judge investigating the killing of teenage prisoner Zahid Mubarek has warned. As the inquiry into his murder in March 2000 draws to a close, Mr Justice Keith also said the overwhelming majority of prisoners with mental disorders were not segregated in Britain's jails."
