"Under a pioneering project, the Deferred Decision Scheme, those caught in possession of class A drugs can be offered a choice between counselling sessions or facing charges. If they complete four sessions with drug counsellors, they are eligible to receive a caution. Those who have been convicted of supplying drugs in the past can be excluded from the scheme and are dealt with in the normal way. "
