"THE government hinted at a change of heart over its plans to incarcerate terrorist suspects without trial for up to 90 days, after Lord Goldsmith, the Attorney General, warned that the new laws may not be justified. The Leader of the Commons, said the proposals in the counter-terrorism bill, expected to be published next week, were not set in stone. He said: 'We have made clear all along that this bill is for discussion and debate. We have recognised it does contain a number of measures which will excite interest. We will listen to the opinions set out in parliament and act accordingly.' "
