"The training of jail staff at police training schools and insufficient priority on changing the mindset are the major reasons behind torture and maltreatment of prisoners in jails, Daily Times learnt from jail officials. Officials said the Punjab Jail Department was training its jail staff at police training centres since 2004 despite the fact that the nature of the two jobs were entirely different."
