"The government says it is gradually winning the war on violent crime, which has tarnished the image of post-apartheid South Africa, but Safety and Security Minister Charles Nqakula has acknowledged malls are vulnerable. 'Of course shopping malls are an easy target. The criminals are going for these soft targets,' he said a few weeks ago when he released the police force's annual review."
