JAMES M. O'NEILL
"The guard will sit behind a desk on a raised platform inside the tank's common area or day room, facing two levels of dormitory-style sleeping areas. Because the bunks for inmates will be open to the common area, the design reduces construction costs, with fewer doors and walls. When inmates have an issue, they can approach the jail guard directly, rather than having to get the attention of a guard who is patrolling outside the common area in the hallway."
