"FORCES are not doing enough to prepare officers for dramatic changes to their powers of arrest.
The changes, which come into force on New Year's Eve and are enshrined in the Serious Organised Crime and Police Act 2005, mean officers will have to apply a new criterion - the necessity principle - when exercising powers of arrest.
From midnight on 31 December, section 110 of part three of the Act will come into effect. References to serious arrestable offences have been replaced by references to indictable offences. "
