"CRIMINAL activity among Wearside's most hardcore heroin users has plummeted after they were offered a helping hand to beat their addiction. Figures released to the Echo reveal that shoplifting, burglaries and car crime caused by 59 heroin-addicted criminals has almost halved during the past two years. Today former users of the Class A drug joined community leaders and police to praise the work of the Washington Integrated Project. The scheme has rounded up some of the area's most notorious and prolific heroin addicts and offered them a unique chance to rebuild their lives."
