"STRICT rules for young children's passports have been relaxed after thousands of pictures were rejected because they did not meet guidelines. Home Office bosses agreed that a ban on photographs of children aged five and under smiling, frowning or with their mouths open was unreasonable.
It has emerged that 15,441 passport applications for young children were rejected because of photograph standards between September 12 and November 27.
The UK Passport Service said a fresh set of guidelines 'simplified' the rules, but stressed the image must still be a 'true likeness'.
