"Thousands of asylum seekers on the brink of deportation are to be sent to Liverpool under a secret Home Office scheme.
They include illegal workers caught in swoops, people who claimed asylum after overstaying visitor visas, and applicants from 'safe' countries with good human rights records. Their cases will be fast-tracked for a decision within two weeks, after which many will be sent straight back to their homelands. Yet despite the incentive to abscond, they will not be kept in detention centres but will live rent-free in flats or hotels, coming and going as they please. The only curb on their movement will be a request to report regularly to a local immigration office."
