"As the author of the GPS tracking proposal, I wanted to give you some additional reasons as to why this program is both needed and efficient. I modeled my 'Project KidSafe' proposal, after similar measures in other states that have experienced drastic decreases in repeat sexual offenses by offenders required to wear the GPS tracking unit. For instance, in Florida which recently enacted a statewide GPS monitoring system for all of its high risk child sex offenders, offenders released from prison without GPS monitoring re-offend about 33 percent of the time, while only 1.5 percent of those tracked via GPS recommitted a crime. While GPS tracking of criminals on parole represents a fairly recent technological breakthrough in the criminal justice system, these statistics speak for themselves. In fact, 46 states have already implemented a statewide GPS offender monitoring system and it has been a successful deterrent for future crimes in every instance."
