Indeed, just as the 23-year-old Chen begins to serve his sentence, a human-rights debate has begun as to whether Canada, a country that wouldn't condone double jeopardy here, should be party to it elsewhere. Article 10 of Chinese criminal law allows for double jeopardy — or for the suspect to be tried twice for the same offence — if the offence was committed on foreign soil.
