The increased use of instant punishments such as fixed-penalty fines and anti-social behaviour orders was held up by Prime Minister Tony Blair in a high-profile speech as one of the keys to making the criminal justice system fit for the problems of the 21st century. He called for a change in the mindset of the legal establishment to accept that not all offences need to be the subject of often lengthy court cases."
