"Abrupt transition puts public and inmates at risk, data show. For the final five months of his prison sentence, Chester Vance brooded in a small segregation cell at the Oregon State Correctional Institution. His case illustrates a dangerous trend: during the past five years, 945 Oregon inmates have been released directly to the streets from solitary-confinement cells.
Experts warn that such inmates can pose a public menace because they return to communities seething with anger and lacking basic necessities, such as food, jobs and housing."
