"Kevin Galstaun wears a uniform that looks like a police officer's, but he can't carry a baton or handcuffs or incapacitating spray. He can't search anyone, and he can't arrest them, either. He can, however, issue tickets for littering. Yet, Mr. Galstaun is part of Britain's latest effort to fight terrorism. A police community-support officer, he walks the beat in a neighborhood in the west of London that's home to many Muslims and Sikhs and he talks to shopkeepers, residents, mosque imams, drug pushers and users, prostitutes -- anyone who might spot would-be terrorists."
