"There are some young people who are undoubtedly creating major difficulties in their communities. Taking on these young people and trying to get them to change their behaviour is incredibly demanding because their problems and circumstances are not resolved quickly or easily. When politicians express their rage at councils and police for not doing enough to tackle youth crime and antisocial behaviour, they do so without acknowledgement or understanding of the significant efforts being made by councils which, along with the police, are working very hard to address the needs and behaviour of young people in trouble."
