"While the title of the Council document speaks of "radical preachers" the text in clause 1 refers to an "expelled third country national(s)" who are to be denied re-entry by all EU states. This covers people expelled: "on the grounds of behaviour linked to terrorist activities or constituting acts of explicit and deliberate provocation of discrimination, hatred or violence" against specific groups".
