"Police in East Anglia are to be given on-the-spot powers to order yobs and petty criminals to repay their communities as part of a government drive to dispense “next day justice”. The so-called conditional caution scheme - which will allow officers to agree a contract of measures forcing offenders to repair the damage they caused - is the latest in a range of summary powers given to police following moves earlier this year to extend the range of crimes for which instant fines can be issued. Norfolk police will begin issuing the orders in the spring and the Suffolk and Cambridgeshire forces will follow suit. Each order will have restorative, rehabilitative and reparative elements."
