"FEARS that teenage crime in Scotland is reaching crisis point have led a youth charity to condemn the Scottish Executive for spending too much money on punishment and too little on prevention. The YMCA has broken a six-year silence on its work to demand the Executive rethink its "quick-fix" policy, which it says relies too much on the justice service rather than offering long-term support for teenagers who are struggling with drug and alcohol-related problems."
