"Home Secretary Charles Clarke wants greater emphasis placed on community punishments for dealing with offenders, rather than concentrating on custodial sentencing. He revealed a five-year plan for the criminal justice system today, and told fellow MPs that more criminals would be made to do unpaid work in places 'highly visible to the public' to show that they were paying the community back, pledging that 'full use' would be made of drug rehabilitation and education programmes."
