"Peter Hustinx, the European Data Protection Supervisor, last week signalled a cautious approach towards use of Europe-wide databases in tackling crime and terrorism, when this is not their primary purpose. In an opinion on use of the cross-border Visa Information System (VIS) by law enforcement, rather than its main purpose of exchanging information between European countries on visas, Hustinx said that such access 'can only be granted in specific circumstances, on a case-by-case basis and must be accompanied by strict safeguards'."
