"Terrorist financing is one of the most dynamic techniques developed by jihadists across the world to sustain their activities; it constantly mutates and adapts to new realities. Unfortunately, governments' strategies to combat terrorism financing are not as innovative; forever conditioned by red tape, policies are often obsolete before being introduced. After 9/11, the bureaucratic difficulties encountered by countries to implement multilateral strategies to combat terrorism financing prevented a true understanding of Al-Qai'ida's transnational financial network and hindered the possibility to bring its financiers to justice; by the time such policies were put in place, the financial network had radically mutated, the bank accounts had vanished and the money trail had disappeared."
