"The complex nature of 21st century policing means that no force in England and Wales, whatever its size, can lay claim to the best performance in all areas of policing. Simple comparisons are unhelpful, particularly if they extend across forces of differing size or families. However, no independent observer would argue with the fact that performance in West Mercia Constabulary is being driven - and driven hard.
As the Government's policing performance assessment framework and HM Inspectorate of Constabulary baseline indicators demonstrate, there have been dramatic improvements in the force of 4,000 officers and staff which deliver policing services with the third lowest level of Government funding per head of population in England and Wales.
