"Many police trainers were impressed with the FBI flashlight technique, which has been around for decades but resurfaced in this year's training session. For years officers have been trained to keep a steady beam of light while looking for a suspect through dark buildings or unlit streets. The FBI method uses a disorienting approach of moving the flashlight around to give more visual space to the officer, disorient the suspect and maybe create an illusion of having more cops than there actually are, police officers said."
