"As an insider the one thing I find absolutely astonishing about the current discussion regarding The California Department of Corrections and Rehabilitation (CDCR) is the extent to which it has ignored what seems to me the most self evident reason for the crisis in our prison system. Defining prisons as a punitive and not as a therapeutic environment, makes them conflictive and makes the provision of any but the most minimal services a violation of their purpose. It also contributes to a negative environment which reinforces the values inmates acquired from the environments in which they were raised."
