"California's Megan's Law provides information on the whereabouts of sex offenders so community members may protect their children. All states now have a form of Megan's Law. The law is not intended to punish the offender and specifically prohibits using the information to harass or commit any crime against an offender. It has also assisted law enforcement agencies nationwide investigate thousands of crimes. But after 10 years, the landmark initiative's shortcomings are no longer tolerable, authorities say."
