"In January, a new state law took effect that made the plates mandatory for drunken drivers and motorists with suspended licenses who requested driving privileges for work or school.
The law initially required the plates even for first-time DUI offenders, but it was amended effective Sept. 23 to say the plates were mandatory for first-time offenders only when their blood-alcohol content was 0.17 or higher."
