"The British government's counter-terrorism strategy is immature, disjointed and lacks accountability, according to a leaked paper prepared by a Downing Street delivery unit. The document, prepared for a meeting at No. 10 and leaked to the Times of London Sunday, criticizes the government for failing to coordinate across departments and to measure the effectiveness of strategy delivery.
