"WHEN the Asbo was introduced as a tool in the process of addressing and correcting thuggish anti-social behaviour, it was welcomed as an imaginative alternative to wielding a hammer to crack the nut of unruly childhood. Created principally to deal practically with youthful misbehaviour, its advantage was that it could encourage community responsibility and provide for neighbourhoods working together to live without fear of intimidation.But, oh dear, how quickly the Asbo has become an unwieldy hammer. How depressing that this one-time solution has turned into the problem most likely to divide neighbourhoods, create community tension and pass the buck of responsibility. And over what? Children kicking a football."
