"A plan to give crime-ridden families intense "wraparound" help is being investigated as the government struggles to contain New Zealand's bulging prisons. The idea is based on a scheme called Tower, trialled in Blackpool, northern England, four years ago after a big rise in offending fuelled by a crack cocaine epidemic. In its first year, there was a 45 per cent drop in burglaries and 33 per cent fewer thefts from cars." [Crime Reduction]
