"Almost half those issued with the Government's much-feted on-the-spot fines for anti-social behaviour have thumbed their noses at the law a second time – by choosing not to pay. In the first seven months of this year, fines of more than half-a-million pounds have not been paid in Yorkshire. The cost of recouping them through the courts is estimated to be around £5,000 for every £1,000 brought in – which could leave taxpayers in Yorkshire with a multi-million pound bill. Last night MPs, members of the police service and the judiciary said on-the-spot fines had been reduced to "nothing more than a gimmick". [ASBO]
