"State and federal prison populations continue to grow to record levels, but the effect on the dropping crime rate is unclear.
According to figures released by the U.S. Bureau of Justice Statistics yesterday, the number of men and women in state and federal prisons increased by 2.1 percent in the year ending June 30, 2004, to 1,494,216.
