"Mr Ruddock conceded that controversial laws giving police the power to seek 'control orders' to track terrorist suspects for 12 months were necessary because of a lack of resources for covert surveillance by intelligence agencies.

There is a proposal from the back bench to create an offence to cover people who incite terrorist acts. The MPs believe laws are needed to deal with circumstances such as inflammatory sermons that might encourage people to commit terrorist acts by glorifying the actions of suicide bombers."
