"Identity cards will be a 'gateway' to an array of everyday services, from borrowing money to hiring a car, the minister in charge of the scheme has predicted. As the proposals to introduce ID cards faced attack in the House of Lords, Andy Burnham, the Home Office minister, said the legislation had a 'potentially huge application'. Although the cards would not be compulsory at first, Mr Burnham set out the scope of the project in an interview with the Financial Times."
