"Extracts from a police report on the recent three-week wave of urban rioting in France, published yesterday in the daily Le Parisien, largely contradicted statements by the country's tough-talking Interior Minister Nicolas Sarkozy. According to the report, prepared by the security branch of the French police (RG), the unrest was a spontaneous revolt against social exclusion and discrimination, and not an organised outburst by local gangs to protect their turf, as Sarkozy has claimed."
