"POLICE bosses have made it clear they will defy Home Secretary Charles Clarke's timetable for the highly controversial merger of England's constabularies into regional super-forces.
A summit of the Association of Police Authorities (APA), representing the local political bodies to which chief constables and forces are accountable, tore into Mr Clarke's plans yesterday, which would see the number of forces cut from 43 to as few as 12.
In an escalation of the clash, they made it clear that they will not meet Mr Clarke's December 23 deadline for the submission of plans to amalgamate."
