"ACPO has long recognised that there is a need to restructure the police service to meet the threats and challenges of at least the next thirty years. British society is very different to how it was and we need structures that will be fit for purpose in 2015. The evidence we submitted to the police reform process last year identified the need for strategic forces capable of dealing with the emerging threats that face us in a modern and rapidly changing world. We believe that a smaller number of larger forces would be better equipped to meet the modern day threat. There may be a more appropriate guide than just size; for example geography, topography, resource base etc.
�We are not convinced by a �one size fits all� solution but do believe that we must avoid a patchwork of locally agreed solutions to what is a national problem."
