"Yemen has increased its cooperation in the War on Terror since the September 11th attacks, making some progress with arrests, intelligence sharing, counter terrorism cooperation, and standing up a coast guard. Yemen recently brought to trial a suspected high ranking al-Qaeda leader, Mohammed Hamdi al-Ahdal. US officials have reported however that Yemen's cooperation is neither institutionalized nor consistent.
