"GPS will not protect the vast majority of children who are molested in their own homes or the offender's home. Furthermore, the prohibitive cost of such a program will take resources away from real protection - both by law enforcement and prevention programs. There is no research to support the idea that residence restrictions prevent repeat sex crimes. Offender residency is unrelated to offense rates because most offend at home or in homes of family, friends and neighbors, while the small percentage of predatory offenders simply travel a few thousand extra feet to find a victim. The 2,000-foot exclusion zones around parks, playgrounds, schools, etc., may make us feel safer but really have the opposite effect."
