"Inspector Owen West, of the Shipley and Bingley Neighbourhood Policing Team, said the Mosquito, which cost about £600, was funded by the Anti-Crime Partnership, was ideal for tackling specific problems such as the racial harassment. But he stressed other measures, such as better lighting, removing graffiti and closed circuit TV were also essential in dealing with problems caused by yobs. He said: 'The Mosquito stops that immediate problem, but it would be irresponsible not to put all these other measures in place. This was a critical problem at the restaurant and the main thrust of the Mosquito was that we had got to stop it happening.'"
