"Now the SNP have put together plans which they say the Scottish Parliament would have the powers to adopt. The proposal is to licence the retailers who sell airguns, rather than the weapons themselves. This scheme would mean shopowners would have to take someone's details - name, age and address - before selling them an airgun. A register of sales would have to be kept and all weapons would require an individual code."
