"Local government minister Phil Woolas has blamed the punitive culture of courts for the small number of individual support orders given alongside antisocial behaviour orders (ASBOs).
By law, courts are obliged to consider giving an individual support order, which helps an offender address their behaviour, along with an ASBO. But figures obtained by children's charity NCH show that only 16 were given to 10- to 17-year-olds between their introduction in May 2004 and March 2005. Between March 2004 and March 2005, 1,248 under-18s were given ASBOs.
