"Mexican authorities launched a to block cell phones inside prisons and include warning messages on inmates' outgoing calls, after several scandals in which convicts have masterminded drug deals, kidnappings and extortion from behind bars. 'We are putting a stop to criminal practices that have made unlawful use of telecommunications in our prisons,' said President Vicente Fox at a ceremony in Mexico City launching the program. 'We cannot allow our prisons to be used by criminals as headquarters or hideouts to commit more crimes.' "
