"In normal times, this phrase would be unexceptionable. Of course the latest methods of detection and enforcement should be exploited by the best talent available in order to respond to such a serious challenge. But in the field of law and order, these are not normal times and coming from a government that has given new and sinister meaning to the terms "modernisation" and "reform", the deployment of "21st-century methods" sounds more like a threat than a promise."
