Underage criminals are more likely to receive a suspended sentence or community service, and the length of stay for those who do receive a prison term is likely to be shorter than in other European countries. It's all the more surprising therefore that a Dutch penal institute for young offenders with many of the hallmarks of an American boot camp is beginning to win favour with politicians and the judiciary for its tough approach."
