"In this guidance we comment on the three main approaches to drug misuse: enforcement,
treatment and education. The police have a key role to play in each. Enforcement is often seen as the major focus of police work but joint intervention with arrest–referral can help gain access to treatment and limit the impact of the criminal justice system on young people’s lives. Police working together with schools and colleges in an education setting can help to inform young people about drugs, the law and the potential risks and effects of using drugs."
