"Four weeks ago, the 52 most prolific offenders were assigned to playing cards and officers have gone all out to disrupt their activities. Flushed with success, Insp. Damian Darcy said that 20 of the offenders have been arrested a total of 35 times, resulting in a considerable number of court appearances.
