"A council scheme to put those convicted of crimes to work on the borough's streets was launched last week and has received the full support of the police and probation service as well as offenders themselves. The Community Payback scheme, a partnership between Richmond upon Thames Council, the borough's police and London Probation, is a new approach to rehabilitate offenders serving community orders and was officially launched at Vine Road Recreation Ground, Barnes. A team of offenders serving community orders had spent the morning painting the cricket pavilion on the site, one of a number of projects already underway."
